So the issue I have run into which may just be a dndbeyond limitation I have to find a workaround for is as follows:
A la Dragonborn, I have created a list of colors the species could be (red, blue, silver, etc.) which you choose from a drop down in feature 1.
Then feature two is automatically granted options (a la Dragonborn breath weapon) based on color. Each of the colors grants the character their choice of a spell from a list.
Within the character builder, the color drop down appears as expected, and the chosen granted feature appears in features as expected. The choice of spell is not available, nor does the character sheet gain a spell tab.
I am 99% certain I've done everything correctly, as I created a test species, where I created three different versions of the spell choice list. 1) One spell list that you pick from in a single feature. 2) Your choice of spell lists which you then choose a spell from in a single feature. 3) Initial choice in feature 1 with a granted feature 2 containing a spell list choice.
Of these three, the first two provide a choice of spell as expected, while the third does not.
