I’m hoping to create an item like the Cloak of the Manta Ray but with a lower swimming speed. This is what I’ve got so far: Cloak of the Sting Ray Uncommon Wondrous Item While wearing this cloak with its hood up, you can breathe underwater, and you have a swimming speed of 30 feet. Pulling the hood up or down requires an action. You can use an action to attack a creature you can see within 5 feet of you with the stinger on the back of the cloak. Make a melee attack roll with an attack bonus equal to your Dexterity modifier plus your proficiency bonus. On a hit, the target takes 1d4 piercing damage and must succeed on a DC 11 Constitution saving throw or take 2d6 poison damage and become poisoned for 1 minute. The target can repeat the saving throw at the end of its turn to end the condition. Any feedback would be greatly appreciated.
I feel like the DC is too low for the sting attack is too low. It's an average of 2 damage at a failure and a total of 8 damage at best. The poisoned status is a very powerful status condition but poison is one of the most resisted damage types/status conditions. For my opinion, I think it would be more balanced if the Sting attack worked like one of the two options below.
Option 1: Keep the damage, DC and status effect but make it cost a bonus action instead of an action. This might break the action economy but considering the all or nothing nature of the attack and the low DC, this might make it more enticing for the player to use. If it's too powerful, make the sting attack a feature that can only be used X amount per day.
Option 2: Maintain the action requirement but raise the DC to 13 and make them take half the poison damage on a failure. This can make it more enticing to use for a Level 5 Dex Fighter who can do two weapon attacks on their action.
