Campaign: Planescape: Possible Past lvl 14

Looking for a couple of mature and reliable players to join the current party, the intention is to meet weekly, and the expectation is if you join that you attend the majority of the time... Thinking 45ish out of the 52 weeks in the year. If you can't commit to this, please don't read further.
Going to start in Planescape at 14th level (due to some vets already at that level,) and I would like to have the players build out a simple backstory with some traits, bonds, flaws, etc, just to help me understand your character and add a bit of character flavor to the campaign. I run a sandbox campaign so the players get offered 3 to 5 side missions per session. I have been a DM for 10 years. The players choose the direction of where the campaign is headed. The game is challenging.
All races and classes are allowed.
The current group seems to be easy-going, welcoming and just looking to have a good time during our sessions. The campaign is rated M for mature. Rules lawyers welcomed.
