I would run a oneshot that would cover most of the basics, including character design and creation, It would be the same module each week so I could adjust with time to make a refined tutorial experience. I have a fairly open schedule based in the US so times per oneshot could be flexible. I would take 3-4 different people each week, and by the end of the oneshot they should have the experience to join a more normal campaign and not be overly confused.
