There appears to be a weird interaction with Paladins who take the Blessed Warrior fighting style, which gives them access to two cantrips from the Cleric spell list. For items such as the Amulet of the Devout (+1/+2/+3), which are supposed to increase spell power across the board, the spell attack or save DC bonus is applied to the leveled Paladin spells, but not to the cantrips.
The same issue is true for the more powerful versions of the amulet. I assume the underlying code issue is related to the fact that these are Cleric spells, and Paladins do not normally have access to cantrips unless they take this (new in TCoE) fighting style.
