In my reading, you basically spend 2 points of Ki to create a 2nd level spell slot (similar to Sorcery Points) and cast your known Shadow Monk spells. I feel like the Shadow Touched fits thematically with the Shadow Monk.
You use Ki to duplicate certain spell effects that are listed in the ability, it doesn't create spellslots or let you use anything from a feat.
Shadow Arts
Starting when you choose this tradition at 3rd level, you can use your ki to duplicate the effects of certain spells. As an action, you can spend 2 ki points to cast darkness, darkvision, pass without trace, or silence, without providing material components. Additionally, you gain the minor illusion cantrip if you don’t already know it.
You could take the eldritch invocation feat instead and get unlimited disguise self though, which is a pretty cool thing to do. Still, no spell slots. :)

Unfortunately Shadow Monks aren't eligible to take the Eldritch Adept feat unless they're multiclassed. As you can see the feat's prerequisite is that you have either the Spellcasting or the Pact Magic feature, neither of which are given to the Shadow Monk even though they can use Ki to essentially cast spells.

So, if I take the Shadow Touched feat on my Shadow Monk, can I cast Invisibility and the other spell I choose with two points of Ki?
At level three, you pretty much get (Monk Level / 2, rounded down) second level spell slots to cast your known spells (Darkness, Darkvision, Pass without Trace, and Silence). Would I be able to expend 2 Ki to cast Invisibility and, say, Cause Fear, Disguise Self, or Silent Image?
