So I wanna dona bit of a background cliche like monk, monks rival, and evil stronger enemy/ rival. Examples being street fighter, mortal kombat, and tekken. Any help on what class sub and maybe even cross class would work as well.
Adventuring PC monks by their very nature are basically this cliche in action. So I'm not sure what exactly that your asking? The Matter of the Rival whether Evil or Not is all about backstory and can be worked out with your DM as a story element, but basically all PC monks are traveling monks for various reasons unless you have a story particularly set entirely around their monastery or the like at all levels, which is exceedingly rare.

A lot of that is going to take DM participation and is more about tying things the Storyteller is going to do into your backstory. If you know he's one to kind of add in personalized pieces from peoples backstories to enhance and vary the adventure that's even better. But there is no hard and fast singular mechanical pick for those kinds of things. Ryu and Lu Kang Both travel around for entirely personal non-mechanical reasons afterall and while we think of Akuma as Ryu's Rival. Ryu doesn't really. Ryu just sees him as a powerful opponent that needs brought down and his own eventual fate if he goes down the wrong road. It's more Ken that sees Ryu as a Rival and Ryu sees them as two friends just working to get stronger who is willing to test their strength against each other and help each other to gain that strength. Do keep in mind that Ryu's whole point for participating in Street Fighter was always to gain experience and grow against strong fighters. It's Ken that joined Specifically to Find and Fight Ryu.
Other than that. Make the Monk that interests you. A lot of them are good. Most specialize to some degree. So what Kind of Monk interests you? Is it one that primarily focuses on weapons? Then the Kensei is definitely the answer. If you like the classical monk that maneuvers around his opponents and self heals and eventually gets a single devestating blow type move? Then take Open Hand. If you want to play some kind of middle of the road where you can help and harm as you choose. mercy is likely the best fit. And there are even more possibilities in other subclasses.
I think Rune Knight would work well too. I think Rune Knight could quite successfully be reskinned as a tattooed monk style class, especially if you go for unarmed fighting style as Optimus mentioned.

Unarmed Style Fighter and Monk work very well as a low level punching character.
You can even do STR based if you want and dip barbarian to get ADV on STR checks for grapples/trips. Go full Zangief from street fighter!

I actually haven't looked at Dragon Monk. I like to avoid UA for the most part. I'm sure the combo would be sweet though.
