Pass without a Trace creates "A veil of shadows and silence [that] radiates from you".... Can this be interpreted as dim light, for use with Shadow Step and Cloak of Shadows?

 

Nope. It only does what it says it does so it would have to say, like other features, that it creates dim light X number of feet. So unfortunately it doesn’t help with those other features 

Spells that creates dim light specifically say so and Pass Without Trace doesn't , simply providing text support for the Stealth bonus without any impact on ambiant lighting or obscurement whatsoever.

I personally translate it more to mean that you just don't get "lit up" like the objects around you, and that it's more illusionary than actually providing darkness despite it being an abjuration spell... 

Ironically having a dark sphere moving around in an otherwise well lit area would probably draw more attention than help with "not" being detected

A veil of shadows and silence radiates from you, masking you and your companions from detection

The way I read it this veil of shadow and silence isn’t some dark sphere that’s moving about but it enhances or blends into shadows already present. No room typically is completely brightly lit, there probably will be shadows even if they are subtle. And if the room is completely open with nothing to hide behind anyway you really don’t have much of a chance of succeeding at stealth anyway. This isn’t Skyrim where if your stealth is high enough you can walk right up to someone and stab them in the face

And, it’s a game mechanic with Magic involved so some leeway is needed.
