My monk get Steel Gauntlets of Ogre power. Can he use it and get Unarmored Defense as well ?
Since dexterous attack can use either Dexterity or Strength gauntlet will give more bonus than raw dexterity.
The unarmered defence is based off being unarmored and or only having a monk approved weapon plus no armor. You can then use your bonus from both your wisdon and dex to add to the standard 10 for your armor class.

Yes, but your Dex ASI will eventually make them moot as you will do more damage without them. However, they are still useful when strength checks are needed.
My Goliath Warrior of the Elements has the gauntlets. Their great for being able to carey more weight and my DM determind that when I use the Goliath enlarge feature he determined I needed the strength to drag larger creature I grappled with my monk movement.
