Nope. A water whip isn't an unarmed strike or a monk weapon attack, and dosen't explicitly tell you you can make an additional attack, unless I am missing something

It is a monk weapon though. The OP specifically said it was in the question. The problem is flurry of blows has to be unarmed strikes.

Can a Kensai monk after making an attack with his new Monk Weapon Whip spend a Ki point and make 2 more Whip attacks using Flurry of Blows?
I thought you could, but that doesnt seem to be a subclass feature.
