Neither the Shadow Monk nor the Four Elements Monk meets the requirements for Eldritch Adept. Some feats have the prerequisite of "can cast a spell", Eldritch Adept on the other hand have the prerequisite of "Spellcasting or Pact Magic feature". No Monk subclass gains either the Spellcasting or Pact Magic features and are thus unable to choose the feat.
Does anybody have an official ruling about this? Because as far as I know, this type of ruling only affects monks. There is no other class or subclass that says "you cast a spell" and does not consider a spellcaster.
The first paragraph ends with a new sentence: “If the prerequisite is to be a spellcaster, a creature qualifies if it can cast at least one spell using its traits or features, not using a magic item or the like.”
To elaborate a little further, caster classes (Artificer, Bard, Cleric, Druid, Paladin, Ranger, Sorcerer, Wizard & Arcane Trickster Rogues/Eldritch Knight Fighters) gain a feature at 1st, 2nd, or 3rd level called explicitly "Spellcasting". Warlocks are the odd ones out being considered spellcasters but lacking the aforementioned feature. Instead Warlocks gain a feature at 1st level called "Pact Magic", which is similar in a lot of ways but functions slightly differently than spellcasting.
To take the Eldritch Adept feat you must have one of those two features from the previously listed classes/subclasses.

The feature in question doesn't care if you're a spellcaster though, it wants the spellcasting feature or pact magic feature (See image below). No ruling is required its just how the game works. For the claim that this only affects monks that's also not true as an Arcane Archer fighter can cast either Prestidigitation or Druidcraft but do not have the spellcasting feature and are thus also ineligible to take the feat.
It would also affect anyone taking the Fighting style initiate as an ASI - it gives 2 druidic cantrips but not the spell casting feature, and also it affects any race that can use magic innately like the tiefling, high elf or drow.

So what's the difference between casting a spell and spell casting? They sound the same.
Spellcasting and Pact Magic are actual class features, and requirements for many things. Just as was already mentioned.
Those subclasses give them the ability to recreate spell effects by spending Ki, this is not the same as the spell casting or pact magic feature.

I stand corrected about the monk statement. I completely forgot that the AA fighter got cantrips.
It seems that I posted the edit roughly around the same time as your post. So no hard feelings on that end I hope.
It is nice to get some more clarification that spellcasters and spell casting are completely separate things.
As much as it hurts me, I admit defeat. Shadow monk gets stabbed again.
