An aspiring cobbler come to sell shoes to the woodland beasts, a king without no kingdom, a cleric of a faith no one has ever heard of, an alien who speaks celestial and convinces the local cavemen they are a god, just a bear chillin in the woods who happens to have SUPREME INTELLIGENCE!!!
In a world where you can be anything, what will YOU choose to be? And in a wild as unruly as this... how will your settlement fare?
Settlement points (SP):
Settlement points is representative of the wild areas your character has tamed and controls. You gain one point per day. They progress as follows.
1 point
Hut: you have a small Hut, and a small area of land. You can create simple tools and weapons. Population: 1.
2-4 points
Cabin: you have built a good sized home at this point and are settling in comfortably. Population: 1.
5-10 points
Hamlet: you have created a settlement large enough to begin housing others. You have no form of government yet, and no control of them. Population: 10-100.
10-15 points
Village: your settlement becomes large enough to require government and a small militia. You are the steward of the town, and have control of the guard as well as law making. This is when your settlement begins to earn money. Population: 100-1000.
15-20 points
Town: your settlement grows even further, and a more formal government and militia is required. You may choose the type of government that is made, as well as your position within it. Your tools and weapons become more effective. Population: 1000-10000
20-35 points
City: your settlement has expanded far and wide, spreading its influence further than ever before. Population: 10000-100000
35-50 points
Kingdom: your settlement contains vast amounts of land and a few smaller settlements spreading your laws, culture, and technology throughout the land. Your tools and weapons become more effective. Population: 100000-1000000.
50+ points
Empire: your settlement is one of the largest in the land, feared and respected by all others. Your tools and weapons increase to maximum effectiveness. Population: 1000000+
(There can only be up to 4 empires at once.)
Leadership points (LP):
Leadership points are earned whenever you go up a settlement size, one for each time your setlement size increases. They can go into government, military, or citizens. Each has a different effect and use. Each point you put in one is the bonus for any check you have to make. You can start by putting four points anywhere you like.
Government: the sway you hold within the governing forces of the settlement. This can be used to increase taxes, pass laws, etc.
Military: the sway you hold over the armies of the settlement. Can be used to attack other settlements.
Citizens: the sway you hold over the people living within your settlement. Overall happiness and effectiveness of your citizens, who make the money of the kingdom.
Checks may be asked for at any time, for example, if you decrease wages or increase taxes, citizens may get angry, so you'll have to make a Citizen check or possibly lose citizens, possibly decreasing your settlement size. Or if you are attacking another settlement, you'd need to make a Military check against the other settlement's Military check. If you wish to pass a law, that would require a successful Government check.
Attacking other settlements: each side of the fight rolls a d20 plus their Military LP (Leadership Points), the highest roll being the victor. if your weapons and tools are more effective (indicated by the statement "your tools and weapons become more effective" in the settlement points section), you gain a +1 for each level of effectiveness your weapons are above the other settlement. If you are the victor, you can either steal Wealth from the settlement and put it in your own or take it's SP down, either one equal to the difference of the two rolls.
Taxes: taxes always start at a base of 10%. This is taken from your number of Settlement points. So to calculate taxes, tax% of SP equals your wealth score. For example, with 10 SP and 10% rax rate, 10% of 10 is 1, so you would gain 1 Wealth that taxation period. A taxation period is every five days. If you try to have another taxation period before then, you will have to make a succesful Citizen check equal to the DC plus the number of days left until the actual taxation period day. You can increase taxes through a successful Government check of DC 8 plus the number you increase it by, buy only during a taxation period. If it goes through, you must make a Citizen check with a DC of 8 plus the number you increase it by. If you fail, you lose a number of Settlement Points equal to how much you failed by. If you succeed, the taxes are increased with no negative consequences. But if you roll a natural one... you may just have a rebellion on your hands. (Roll Military versus Citizen LP, if citizens win you go down a settlement size)
Wealth: a score representative of the financial success of your kingdom. Can be used for trade. Highest Wealth settlements will be put on the leaderboard.
Trade: Wealth and Settlement points can be traded between two settlements, though settlements under Town size can only trade Wealth and not SP, as they do not have enough land to be able to use it for bargaining.
It is said the gods favor those who give their cities cultures, religions, and other defining traits that distinguish them from mere numbers. This is mainly a system for rp, after all.
