*As a blanket statment, I’d say that you can’t enforce that level of violence prohibition more than 10 miles away from the heart of the layer, but beyond that it can function like a buffed version sanctuary spell that triggers the save when a creature deals damage in any way, rather than just an attack. The DC would probably equal the layer owner’s spell save DC.*

*I’m not sure how that would work mechanically (I think everyone in that case would have less than 100 hp which could be interesting? Not really fair if it doesn’t apply to the layer owner though as well) and like the previous post, would likely have to be within 10 miles of the center.*
