actually, if you go before tana you can run out of range if you have a way to bonus action dash or some item to boost your speed.

Futurostic weapons are specified as very rare items in the DMG if the DM allows it, so I think the concept should apply here as well.

agreed, that's about the power level there. a first level character probably shouldn't have a thing that can on average kill most 3rd level characters.
