Think about it like this, if PJ is consort, and we block him that means that the hunter can't be blocked and hunter kills you Aspen. If PJ is mafia goon, and we block him, the consort can still block the hunter, BUT this also would give us a free round without any deaths because the mafia goon can't kill. So this is our best option if we can't get all the votes needed for PJ.

 What if Consort blocked jailer?

 Then you die, and if PJ is mafia goon, we have a doctor have an extra level of security just in case. And then it's double triple sure that PJ is mafia if somebody dies
