I feel there is no "better" choice, as it is mostly a matter of flavor and aesthetics, with no mechanical implications.
If one would want to find a possible mechanical implication, I'd guess an amulet could be stolen easier than an emblem that is part of a shield, but it is also true that, in case of need, an amulet can be hidden pretty easily, while an emblem on a shield could be more difficult to cover without suspicion.

Truthfully, a shield is better as when you have to cast a spell with materials you don't have to drop either your sword or shield. The amulet is good if you don't use a shield.

So what do you do if you get a better shield during the adventure?
Why not both? Nothing says you can't have two or more holy symbols on your person. Paint it on your shield. Hang it around your neck. Have one on your belt. Have a smaller one in a pouch for emergencies. Maybe have an extra extra one that you are slowly crafting over nights of campfires that you will give to someone on your quest. Maybe you have a whole pouch full of holy symbols that you can give to people or hang on objects or use for ceremony or place on the graves of the fallen or use to ward an area from evil.

Yeah exactly I chose to have it as something my Paladin wears over the shoulders of his armor as well as on his cloak. Keeps his symbol from getting bashed up on his shield and is in a still highly visible place and easy to brandish without having to fish for a necklace
