Setting: GREYHAWK, specifically the Azure Sea and the area surrounding Saltmarsh, which is located in Keoland.
Experience: milestone. Starting level: 1.
Encumbrance: variant.
Story background: Shipwrecks now litter the sea floor. It is exceedingly rare for the typical raiders and slavers that prowl the sea to leave such carnage; usually the ship is captured and the crew killed, the crew captured and the ship sunk, or both crew and ship captured. Why would the raiders change tactics now? What would they gain if neither ship nor crew nor cargo is taken? The sea elves say they can sense a darkness growing in the sea. Rumors from the merfolk speak of humans that walk the ocean floor. Alarm has spread among the locathah as well. What is there to do but go to the humans seeking answers? At the very least, the locathah will inform the humans that there is a problem with shipwrecks piling up and request that they build their ships sturdier and train their sailors better.
I will also update this with more general setting information.
Oh man, this looks like so much fun. I love the all Locathah party. Will the background info you provide be for us to make character backstories with, or more general setting information?

I've been involved in D&D for a bit over 5 years, both as a player and a DM. I'm currently DMing a duet for my wife, which is fun and challenging in a lot of different ways than running for a group. I was very active here in PbP about a year ago, but the campaigns I was in fell apart around the same time some real life stuff was hitting, so I took a step back. I'm really looking forward to getting back into PbP, but so far haven't had any luck getting into any campaigns. I would be able to post many times a day on weekdays, and a couple times a day weekends.

More setting information: Sea elves are allies of the locathah. Most information locathah have of the surface world beyond what they themselves see comes from sea elves. Elvish is a popular second language for scholarly types; in fact, locathah learned writing from them. Sahuagin are the mortal enemies of locathah. They have been known to enslave locathah. Humans are viewed with suspicion, since locathah have the most contact with raiders, pirates, smugglers, etc. The Hold of the Sea Princes is a nation on the Azure Sea bordering the Kingdom of Keoland. Keoland and the Hold of the Sea Princes are at war. The Hold of the Sea Princes is a nation of raiders and pirates, and some take locathah captive.
Saltmarsh is not remotely cosmopolitan, but it does have a dwarf community. The people of Saltmarsh have never seen locathah up close and are unsure of what exactly locathah are. The Oeridian god Procan (of oceans, seas, and salt) is commonly worshipped by locathah and also the humans of Saltmarsh. Some locathah have taken to worshipping sea elves’ deities, but this is not always accepted.
Mounts/vehicles might be available at some points. I’m still working out the logistics of travel and exploration. And being encumbered under variant encumbrance isn’t the worst. You can be encumbered; weigh the benefits of your gear vs encumbrance.
Stats: Standard array or rolling for them is good.

Well, at 1st level you have 6 spells and 3 cantrips, if that’s what you’re asking. And you can add spells if you find spells in a scroll or book and when you level up.

Right now I'm looking at a Cleric of Procan (Tempest Domain), assuming you're using RAW for swimming and not imposing any sort of disadvantage on heavy armor.
Vooaat’s spent a bit of time out on the edges of Locathah civilization. He has seen the wider world of the sea, and its life. He sees himself as a sort of guardian, and is eager to be among those heading to the surface to stop these difficulties at the source.

No kidding! I just rolled up a cleric using point buy (16 str) and was more than 50lbs over weight with just starting equipment. Maybe a heavy-armor character isn't the best idea... haha
Azimuth was also part of the salvage crews, but he has been searching along the shipwrecks for all types of information regarding old civilizations and what happened to them.
(Maybe he and Eddy were already working together?)

Guus is a devout follower of Procan. He served as a combat medic of sorts, fighting and healing alongside his fellows when on salvage excursions or fending off sahuagin raids. During one such raid a dear friend of Guus was captured by the sea devils. Guus has vowed to find and free his lost friend, or to avenge them if necessary.
