Everyone on D&DB should have access to the (free) 2014 Basic Rules and the 2024 Basic Rules. That's probably good enough to get started with creating a level-1 character.

Some advice since you're a first time DM...
If you already know what homebrew adventure you want to create, I don't want to dissuade you. But since you didn't provide any information about what flavor of fantasy your homebrew game will be, I'm assuming that you don't already have a specific adventure in mind.
In that case, I'd recommend starting with published content and then expanding from there. That'll be much easier for a first-time DM. Don't try one of the big "1st to 10th level" adventure books: those are too big of a commitment for play-by-post. Just look for something that covers a couple of levels. I think that The Frozen Sick is still available for free to all D&DB members, so you could use that. Or, you could run the Delian Tomb. Or, if you've got the money, buy one of the "anthology" adventures, like Tales from the Yawning Portal or Ghosts of Saltmarsh or Dragon Delves and just run the first chapter (The Sunless Citadel in TftYP or The Sinister Secret of Saltmarsh in GoS or Death at Sunset in DrDe), which will take your party from level 1 to level 2 or 3.
The chapters of those anthology-style adventures are more loosely connected, so your party will reach a satisfying conclusion at the end of each chapter. IMHO, those shorter, modular adventures that span just 1 or 2 levels work much better in play-by-post games, where it generally takes months of play to complete even a short adventure, like The Frozen Sick. (Other adventure books, like Curse of Strahd or Princes of the Apocalypse, are structured with a long-running story that doesn't really conclude until the last chapter of the adventure. Those adventures are like a whole campaign in a book. Finishing an adventure like that via play-by-post on these forums would take 2+ years of play, and most play-by-post games fall apart long before that.)
So, start small. You're more likely to be able to finish one of those shorter, one-chapter adventures. At that point, if you and your players are having fun and want to keep the campaign going, you have a nice stopping point where the party has accomplished something and can get some downtime, and you can talk with your players to figure out where to go next. You could just move on to chapter 2 within the same adventure book. Or you could jump to a different adventure that starts around the party's current level. Or you could build out your own homebrew adventure next. It'll be much easier to create your own adventure at that point because you'll have more experience with being a DM and also with your group of players. You'll know better what kind of adventure you and your players would enjoy.
If you or your uncle has a Master Tier subscription to D&DB, once you select your players and add them to a Campaign, you can enable content sharing. And if your uncle joins your campaign, you and your players will all have access to any content that he owns on D&DB.

A few things....
1. Keep it to legacy 5e, as that is what I have the most access to.
2. You may MinMax
3. It is supposed to be hard, so go ham making those characters, just please don't make too busted characters.
4. Starting at Lvl 1.
5. The campaign will be on a separate thread, after we get the session running.
6. Try to post once every 1-2 days, but if we could get on a roll, and all start going, that would be fine.
