I'm thinking of making a Beast Master, Kobold ranger. I'd be giving him a falcon or other Beast of the Sky companion. I was wondering, given his backstory of thieving, could he use the falcon beast to yank the purse off of a person and fly off with it or no?
If your dm allows you to make a check primal bond on beast of the sky allows adding proficiency bonus to any skill checks. Beast of the sky has the highest companion dex from tasha's. = 3 (from dex) + prof for say a slight of hand check which is usually what dms use for pick pocketing. But str could also be used for disarming or breaking the straps.
Note: phb beastmaster, if it could attuned an item with a skill minor beneficial property or get skill trained it would get basically expertise.

What aspects of the character are you hoping to capture? The only reason I ask is I have an alternative thought you might want to consider

You could get an Imp that can grab things with hands, go invisible, and fly away. Would be the perfect pick for a stealing buddy.
