I have playing with these 2 ideas but im pretty new to dnd and I am a bit biased towards Shadow monks bc it was the first character I ever played and it was phenomenal.
Depends completely what you want out of it and what max level we're talking about. If we dont know what you want to achieve there's really no way to answer that question. A Gloom Stalker 5/Scout 6 is a fantastic skill monkey and also very deadly. If you want to maximize ambush potential and skill utility then Scout 13/GS 7 is hard to beat. On the other hand, Gloom Satlker 13/Scout 7 is also very good, but for slightly different reasons.
In general though, as sfP mentioned, Monks need a lot of Monk levels to be maximize the use of the Monk part.

A dip in monk can get you basically a get out of jail free ki options for versatility. I know someone who enjoyed it up till 10.
Going forn Shadow monks darkness spell is not as good as non-magic darkness for gloomstalkers
But IMO delaying high level ranger spells makes playing ranger less fun and interesting.
