Generally people say a swarm is plural where PHB Gets a beast.(those same people usually deny the pet death loophole though showing consistency issues)
The "Cant regain HP" rule usually accompanying swarms also causes problems. I say they could refresh at a long rest but that's not clear in the rules.
Plus swarms are generally less useful than other options for a phb beastmaster. (although WOTC has started errata removing alot of really interesting options{tressym, space hamster, legacy:cranium rat}). still there are some good ones Flying snake, wolves, giant crab, giant poisonous snake. maybe a diseased giant rat would give you the feel you want. as long as you play to their strengths their decent.
swarm keeper ranger is an option If all else fails.
Can a Ranger Beastmaster take a swarm of something (bats, rats, etc) as a Companion beast?
It's a multiple headed beast, obviously, but it’s under a single entree. So, yay or nay?
That is almost certainly going to be up to your DM. I know of nothing RAW allowing or forbidding it.

could a western fire dragon be a ranger beast master's companion if of course the ranger can speak draconic?
You would want to play a drakewarden ranger instead.
