Hey y'all, so my Ranger just found a whip (that they've customized with a bunch of sharp Orc teeth, it's pretty ******* tight) and I've been loving using the weapon, but obviously I don't have proficiency...is it possible for me to become proficient with one? If so, how would I go about doing that? Is it totally dependent on the DM's choices or is there a standard for weapon training?
It's a martial melee weapon. Rangers have proficiency in martial melee weapons. Why doesn't your ranger have proficiency in it?

My DM basically said I shouldn't immediately have proficiency because my character has never held a whip before, basically said it seemed unrealistic for them to be immediately bad ass with this weapon.
Totally up to your DM then. By the letter of the law, you should be proficient with it. Since he says no, it will be up to him as to how long you take to learn it. There's no rules I am aware of to get weapon proficiency short of spending a feat. It's something that I think is a huge hole in the rules/skills.

Have you got anything in your background that you could use to speed up the conversation with your DM? You should be able to use it, as per your proficiency. It seems a bit harsh not to let you use a base rule for your class

Well to be fair it is a customized whip that I won off of an Orc during a pretty intense battle, so it actually deals a 1d12. I’m gonna talk to him to see if I can gain proficiency via use over the next session or two.

It's a one-handed weapon with the finesse, light, and reach properties and it deals 1d12 slashing damage? That's better than what a Kensei Monk can pull off at 17th level. Next time, I suggest not burying the lede. The bad news is they're still nerfing you. But it's to cover their butt after creating something overpowered they never intended you to have. It's bad design on their part, but it happens.
Exotic weapons aren't really a thing anymore. Try talking them down to 2d4 damage and you don't have to train to use it.
