Based on how the words "up to" are used for other class features, special abilities, spells, and the like, in the PHB, I argue that the ranger can control the range of this ability when they activate it while in their favored terrain.
Since it doesn't just say "or within 6 miles", then I agree that the PC can choose what range to sense out to - especially since the answer is a simple yes or no.
