So i'm a level 3 gloomstalker and we get to "choose" 1 magic item to obtain at this level as a reward from a mages guild as long as its not too powerful. We also were all granted a feat.

And for magic items is there anything better than just a +1 hand crossbow (possibly of warning or savage depending on DM ) to up my prowess into the xbow/ss combo i'll have at level 4.

That’s a solid couple of picks to up your DPR. You really can’t go wrong with it since it sounds like something you were working towards anyway. This will basically put you in a position that would normally take you until level 8 to obtain!
As long as you're not worried about bonus action economy between the bonus action attack from the crossbow expert feat and hunter's mark (possibly you're using the new Favored Foe instead) then either choice should be fine. Just keep in mind that the near range on a hand crossbow is only 30 feet, so you'll probably want to take both feats eventually if you're going to rely on hand crossbows. Are you doing two hand crossbows or a hand crossbow and a melee weapon?
For magic items, you might also want to look at armor or the animated shield (which is a big if, as it's very rare and you're only level 3). Wielding two weapons means you can't hold a shield, so you want to do something to up your AC. DPR does nothing if you're unconscious.
