I’ve been toying with this idea for a Swashbuckler/Hexblade character for a while now. I thought the two would synergize nicely since they both benefit from a high CHA score. Here’s the character I came up with:
His name is Viktor Waldwick. In life he was a feared pirate captain. He was not unbeatable however, and many years ago his ship sank with him in it. Now he has made a pact with a devilish entity to return to the mortal plain and seek revenge on those that brought down his ship so many years ago. He keeps his true identity hidden (Mask of Many Faces and Actor feat).
I do have a question about the Hex Weapon and the Pact Weapon. I can’t make my hand crossbow my pact weapon, correct? So only my rapier gets the +1/+1 from Improved Pact Weapon? In a turn I can attack twice with my rapier and once with my hand crossbow as a bonus action because of Crossbow Expert?
You can make your hand crossbow a pact weapon if and only if the hand crossbow is already magical, such as a weapon of warning.
You can only make 1 weapon your pact weapon at a time, so it's either your rapier or your hand crossbow, not both.
You can't in general attack twice with the rapier and once with the hand crossbow, because crossbow expert doesn't let you ignore ammunition, which requires you to have a free hand to reload. You can do it once, if your DM is very generous about letting you walk around with a loaded crossbow without breaking it (there's no RAW on this, it's just that real world crossbows would suffer from all the additional strain on the cord), and then you'll be stuck.
However, if you don't mind using your once-per-turn free Use an Object action, you can drop the rapier for your hand crossbow attacks (not an action) and then pick it back up with your free UaO for any rapier attacks, on your turn or off it. So you can just attack three times with your hand crossbow, for example, while still having a rapier for OAs.
