Cantrip scaling is based on character level (i.e., the sum of all levels you have in all classes).
In this example, your character level is 6, so Toll the Dead does 2d8 damage, or 2d12 if the target has already lost some HP.
I'm with Actionsparda on this one, with only two cantrips, those slots are kind of precious.
Directly comparing (on a level 5-10 character) Eldritch Blast (2 CHA-.based Attacks at 1d10 Force each) and Toll the Dead (Wis Save vs CHA-based DC or take 2d8 or 2d12 Necrotic), I'd absolutely rather have two attacks over a single save-for-nought. Especially since it's so much easier to gain Advantage on an Attack Roll than impose Disadvantage on a Saving Throw.
But that's me; choose whatever fits the character and is fun.

If I may ask, why are you taking toll the dead over eldritch blast?
My player is a psychic blades rogue. The blades are better than eldritch blast.
This is maybe a bit of a false dichotomy since level 1 Warlocks start with two cantrips.
