I was wondering if a Mastermind Rogue of certain level with a certain business background could actually become a Guild Master? Perhaps their business has something to do with being a cartographer, a surveyor, or even a chart-maker? I don't think that it's too far fetched of an idea. But it seems to be a more practical course of action. And I know, Guild Masters tend to be NPC's in normal game play. However, this could actually be a potential goal/route for someone that wants their character to aspire to be more than just a small-time nickel and dime hustler with little to no social influence or political power.

If this is an ending you are thinking of for your character, then that should be fine. You will need to consult your DM though.
Anyone can become a guild master, the dumb 8 int barb can, the 39 int wizard can, though mastermind rogues seem more likely to be.

A 10 year old street urchin with the proper street cred can be a build master.
I believe that the mastermind rouge can, all they need is to push for it and suggest the idea!
