Wondering if there is a build I am unaware of that has poisoning as the primary focus for a rogue?

There isnt, but most likely there is a feat for this in the upcoming Tashas Cauldron based on recent Unearthed Arcana. See the unearthed arcana article here: https://media.wizards.com/2020/dnd/downloads/UA2020_Feats.pdf
