Is it AL legal for one character to carry two of the same magical items such as 2 wands of lightning bolts if they were acquired in different campaign's and they are not at their magical item limit yet?
Sure, why not? It anything it’s a little underpowered as it would be better to have the 2nd wand deal a different type of damage. Just for fun throw a creature immune to lighting damage at them. :)
What if you have two items such as ring of protection? I assume you can have a ring of Protection & a cloak of protection at the same time with the bonuses stacking,you have ten fingers,I can’t see why you can’t benefit from two rings of protection.

No, you cannot stack two Rings of Protection. The Ring and Cloak are legit as a combo.

I don't see any rule against it in the AL player guide.
If not, Potion of Healing never got the memo. :p

You can carry any number of the same item.
