No, Shove requires the Attack action. The Shield Master feat allows for a bonus action to be used instead, dual-wielding does not make such an allowance though.
Technically, you always have the option to replace an attack from the attack action with a shove (either prone or move 5 ft).
To do it as a bonus action does require the above mentioned feat.

The requirement that Shove (and Grapple) be made with the Attack action itself, not merely whenever you can make a melee attack, is also what stops you from doing it as an Opportunity Attack as a Reaction. You can shove or grapple during your Attack action (even multiple times, if you have Extra Attack), but the only way to do them as a Bonus is with feats or features ( Tavern Brawler for Grapple, Shield Master for Shove, or other misc. features).

Can you shield bash a Banshee - I can see it is immune to "Prone", but I cant see anything stopping me shoving it 5 foot away from me ?
Yeah. You can shove it 5 ft.
