What kind of leprechaun you want to do would determine what class I would say for the build.
for race: I would go from any race that seems magical by nature and has a movement speed of 25 and is considered small.
I'd say a lightfoot halfling bard makes a lot of sense, picking up the Lucky and Bountiful Luck feats as the character levels up. Bane spreads bad luck, while Bardic Inspiration bestows good luck. I believe College of Lore and College of Eloquence fit this style best.
If anything, though, you ought to pick up a small cauldron at some point to carry your gold in. 🍀

It really depends on just what characteristics you are after.
Typically Halflings with their lucky trait have been a good start.
Or, small custom lineage starting with the Lucky feat or Fey Touched might work too.
The Satyr race would be a good fit as well!

I'm going to make this way harder than it needs to be.
I’d start with a Chaotic Neutral Halfling and probably pick Rogue for the class. Leprechauns are mischievous which fits a Rogue.
