Homebrew? Go on ahead! D&D is something that is made to be tinkered with. If your players want to play as some off-the-wall race (as i have done before) then work with them to try and adapt an existing race, such as Custom Lineage, or just let them use a homebrew race (pre-check first)
You can homebrew whatever you want. Homebrew is an option that is outside of rules jurisdiction, so you o my need the DM permission.
There are tools for making homebrew races (I assume that is what you are after) on DDB for you to use on your character sheet here. Just remember that you don't have to publish it for your friends to use it, only mods can delete what you DO publish, and don't publish anything someone else made.
I was wanting to allow lamias, harpies, and a few other monsters as PC's with my friends and my DM. I don't know if that is allowed.
