I was taking a look at the Quickling in VgtM, and I can't figure out what Blurred Movement does to a creature's challenge rating (I am homebrewing monsters that have that trait). Does anyone know what it does to a creature's CR?

A pretty significant boost. Treating is as +3-4 AC is a good baseline, if you want a quick and dirty method. If the monster already has an above average AC for its CR, I'd definitely treat it as +4.
In practice, it depends on your creature's base AC and expected challenge rating, but that requires a bit more math.
Edit: Just to give some numbers: Raw disadvantage against an average AC monster is effectively worth -4 on the die roll. This version is slightly worse, since you have ways to cancel it, but not by much.
The DMG gives the Faerie Dragon's Superior Invisibility a value of +2 AC. That trait is much more easily broken (break concentration, blindsight, certain spells that disrupt invisibility, etc), isn't active at the start of combat (needs a bonus action), and takes up concentration.
I'd say at best treat it like superior invisibility (+2 effective AC).
Actually checking the quickling stats compared to chart:
24 DPR = OCR 3, +8 to hit is 4 over expected, +2 adjustment to final OCR 5.
10 HP = DCR 1/8, it's crazy movement speed is almost as useful as flying (+2 EAC), and its blurred movement is almost as good as superior invisibility (+2 EAC), EAC 20 is 7 over expected, +3 adjustment to final DCR 1
(OCR 5 + DCR 1) ÷ 2 = Final CR 3, under rated. Fix: remove multiattack and never fully move out of party range (because you totally can with that speed)

Sure, I'll do my math here. Pack Tactics is +1 to hit for CR purposes, so I'm guessing +1 AC.
Offensive CR: 24 damage at +8 to hit is OCR 5.
Defensive CR: 10 hp at AC 16 is CR 1/4
Total CR: 3
It's listed as CR 1, so... they messed up the math, and it's radically more dangerous than its listed CR. No way to tell.
