So, I am playing the grimhollow path of the Carian Raven with the "tusks of the raging mammoth" maneuver and a magic weapon. When I hit a creature, my dm said that the normal magic weapon dealt damage, but the tusk maneuver did not because it "counts as non-magical damage". I feel like that's a little dumb, considering that it's bonus damage on a magical weapon attack, AND it is a maneuver, not a bonus like a divine smite where it's after the attack. Any help on this?

Yeah, the ability doesn't even specify the damage type because it's a damage rider. Like Sneak Attack, this is supposed to be the same type as your weapon, meaning magic weapons deal magic damage, it deals the normal bludgeoning/piercing/slashing/whatever else type it is, and if you crit, it adds to the crit as well.
You can actually point to the text of Sneak Attack to support this. The text of "in addition" does the same as "extra" in this case, along with neither having a type of damage they deal.
Tusks of the Rampaging Mammoth (3 points)
You can use an action and spend 3 maneuver points to strike an enemy with the overwhelming force of a rampaging mammoth. When you do, make a melee weapon attack against a creature within 5 feet. On a hit, you deal 3d12 damage in addition to your attack’s normal damage. If the creature is Huge or smaller, you push the creature 15 feet.
Sneak Attack
Beginning at 1st level, you know how to strike subtly and exploit a foe’s distraction. Once per turn, you can deal an extra 1d6 damage to one creature you hit with an attack if you have advantage on the attack roll. The attack must use a finesse or a ranged weapon.
