so magic intiat allows you to use two cantrips and a first level spell of a chosen class and with spell scrolls cant be used if you arent of that class. what i want to know is if a wizard has magic initiate (cleric) feat, can he copy cleric spell into his spell book? or even use spell scrolls of the cleric class at all?

There are no such things as "spell scrolls of the cleric class." A spell scroll can be read by anyone who is of a class that has the spell in its spell list. For example, fireball is readable by both sorcerers and wizards because its found in their respective spell lists. And, normally, no one else can read it. But it can also be read by some artificers (Artillerist), clerics (Light Domain), and warlocks (The Fiend) because their subclasses expand the normal spell list of the class. It can also be read by some fighters (Eldritch Knight) and rogues (Arcane Trickster) because the learn spells from the wizard spell list. Even though they're not wizards, its the wizard spell list their class uses so they still count.
This is both consistent with the rules for NPCs and using magic items from the Monster Manual and confirmed by the Sage Advice Compendium. It's a good read. You should check it out, if you haven't already.

No and no. Magic initiate doesn't make you that class or add that class's spells to your class spell list.
