I'm having my party face off against an evil cleric holed up in his Temple of the Gods (7th level spell). According to the spell, you can attempt to have certain creature types you designate incapable of entering the temple (celestials, elementals, fey, fiends, or undead). And if such a creature still manages to enter, you can force them to suffer a d4 penalty to attack rolls, ability checks, and saving throws. The evil cleric is anticipating the party to try to enlist the aid of a Deva NPC, so naturally, he's going to try barring celestials from entering his temple.
However, one of this cleric's main forms of damage and support comes from his Summon Celestial spell. Without it, the action economy will not be in his favor. If he summons the celestial within his temple, would it suffer from the d4 penalty? The way I'm reading the spell, it seems like the temple only affects creatures which "enter" the temple. The summoned celestial isn't so much "entering" as it is "being created". "Even if the creature can enter the temple, the magic there hinders it." However, I'd like a second opinion before I run this encounter. I'd like to avoid another argument with my players if at all possible.
Since the NPC is an evil cleric why not have him summon a fiend instead? That way he can continue to bar celestials without losing out on action economy.

Yeah, like planar ally. You can even still use the stat block from summon celestial if you want, or use summon fiend's stats or just use a stat block of a monster of your choice.

I'd say if he plans on having a celestial for support, he would have to make his temple allow them.
