Can you pair the monk's opportunist feat with the rogue's assassinate feat? In the wording for opportunist the target is distracted would that be considered as surprised if you were to slap your target while it's focused on someone else? If so does that count as a critical because of the assassinate feat?

The "distraction" alluded is the creature lowering it's guard just enought for you to react and attack it as well when it is hit, not that it's surprised as DxJxC said.

No. "Surprised" has a specific meaning in the rules, and this is not it.
You do get sneak attack though.
