I am curious about the mechanics of the chill touch hand holding onto the target. Does this mean the target cannot move? Or can the target move with the ghostly hand moving with it (i.e. purely for visual effect)?
The hand clings to the target which is what prevents it from gaining hit points. It's a visual effect of the necrotic hold on it's hit points, and does not impede movement.

I guess it would be too strong a cantrip if it did impede motion.
If you are looking to impede motion with a cantrip, Ray of Frost will reduce their movement speed.
