Passive perception isn't used in exactly the same scenarios that actively "Search" as an action is. If you're hanging out somewhere for a while, you'll passively notice things over time, and how well you do this will be determined by your passive perception. But if you dip your head into a room for a moment and use the Search action, you just roll to see what you saw with your quick glance.

A passive check is a special kind of ability check that doesn’t involve any die rolls. Such a check can represent the average result for a task done repeatedly, such as searching for secret doors over and over again, or can be used when the DM wants to secretly determine whether the characters succeed at something without rolling dice, such as noticing a hidden monster.
With 28, you will rarely fail checks that specifically rely on passive perception it's very high. In terms of task difficulty, you'll beat all hard DC 25 but not nearly impossible DC 30+
But passive perception don't let you necessarily perceive everything in the game, if something can only be noticed after something occur, such as a secret door behind a curtail for exemple, you won't notice it unless you first look behind that curtain.
