So, what type of effect is the control undead channel divinity option? Does it count as a spell, a feat, a charm? For example, if its used on an undead with an immunity to charm, within an antimagic field, or something similar, does it still need to make the saving throw or does it just not work take effect period?

It is not a spell (though we could probably declare it to be a magical effect) and it does not involve the charmed condition. Immunity to it is only based on challenge rating and the paladin's level. It should always work on whatever skeleton or other random enemy, but will probably never work against the big bad lich boss.

It's a class feature and its limitations are in the text, high enough CR makes you immune - all others need to make a save.
