ASI's are class features so you gain them when you reach certain levels in a class. Pretty much the only game feature that levels up purely by you character level is your proficiency bonus.
Nope; ASI's are class features, not a fixed progression like Proficiency Bonus. You get them based on class level. It's one of the downsides to multiclassing.
While it is true that mosr classes get ASIs at the same level there are two classes that have a slightly different ASI progression, Fighters and Rogues.
In addition to the normal ASI progression Fighters get two additional ASIs, the first at Fighter level 6 and the second at Fighter level 14.
Rogues get one additional ASI on top of the normal progression at Rogue level 10.
But as everyone has said ASIs are a class feature and this gained at specific class levels.

The total class concept also applies to something like a 4th level Caster/1st level Fighter where Cantrips would be treated as if they were being cast by a 5th level caster. Leveled spells are still class dependent, however.
