No. Spells known must be of a level of a you can cast. All 5 of your spells must be first level spells at character level 2. Then you can change 3 of those as you level to 3, 4, and 5 (one per level) up to level 2. At best you’ll still have 2 level 1 spells at character level 5, which is good because otherwise you wouldn’t be able to use those slots.
You could select all 2nd level spells past character level 3, so it could be 2/6/0. And as you continue to level, you can continue to add 2nd level spells and continue to change old spells out for 2nd level. But it would still be a good choice to have spells of all levels that you can cast. You cannot “downcast” spells, and most upcast spells are less effective than just using higher level spells on those higher slots.
A level 5 bard can not have more than 2 third level spells known (the extra spell form levelling up to level 5 and by swapping one out). 2, 4, 2 is feasible but you might want more options for your level 1 slots
A level 2 bard has 5 spells known all at level 1
A level 3 bard has 6 spells known no more than two of which are level 2 and the rest at level 1
A level 4 bard has 7 spells known no more than four of which are level 2 and the rest at level 1
When a level 4 bard with four level 2 spells and three level 1 spell reaches level 5 they
Get an extra spell which can be any level up to 3 (you would normally pick a level 3 spell)
Swap one spell (either level 1 or level 2 ) for a different one of any level, if you swap out a level 1 spell for a level 3 spell you wold get to the 2,4,2 you asked for

If you are using those slots for something like spamming silvery barbs you might be OK but otherwise those slots are likely to remain unused. Keeping 3 or 4 first level spells known is probably a better option.

Bard is a primary caster, like Cleric, Druid, Sorcerer, and Wizard. Often they want extra spells known.
Two common ways to get them are:
1) Multiclass. This prevents you from learning spells of the highest level, but can give you a lot of free first level spells known. You switch out your old first level spells into higher levels.
2) Feats. Look for feats like Strixhaven Initiate that specifically lets you cast the spell learned via slots as well as the given 1/day. Again, suggests you upgrade an existing first level spell to a higher level when you take feats like this.

The only rule is that you have to pick spells from the levels you have spell slots for(assuming a single-classes character, let's leave multiclassing out of this for now). There are no rules about how many of each valid level you choose. Just remember that you would have been picking these spells as you leveled up, and you start by only being able to choose 1st-level spells. Each time you level up, you can swap out one spell you already know and pick a new one to replace it(in addition to any new spells you get to pick), so you'd have had to swap out at least five 1st-level spells along the way. Also remember, to cast a spell of a certain level, you have to use a spell slot of that level or higher. So if you were to pick all 2nd-level spells, your 1st-level spell slots would be useless.
