So I'm playing an echo knight fighter and have the cloak of the bat. If I polymorph myself into the bat with the cloak how does this effect the actions of my echo knight?
Being in bat form should not affect it at all. You still move your echo as you like, and then you can take actions from the space where your echo is or from where your character is.

Polymorph completely replaces your statistics with that of the new form. You lose your class features. Since you no longer have the Manifest Echo feature, you cannot use any of the abilities it provides.

So in this case, the mental abilities are kept during the transformation. Not sure if that still restricts access to class features, just adding that there is a specific vs general case with this particular item.
Manifest Echo is a BA to bring out, but after that, it's just mental commands and normal action economy... my quick thought is if the Echo is already on the field prior to using the Cloak, no restriction. If the Cloak is used first, then probably unable to manifest the Echo (or, if you do Manifest Echo, it would look like you in Bat form). (edit: added personal interpretation)
