Is there some verbage for these traits that indicate that you need to be a Dragonborn to use these traits. I've been told by one of my DMs you have to be Dragonborn to use them. And when I've tried to use them on a non Dragonborn in D&D Beyond I don't get the bump in my stat choice, ie intelligence, wisdom or charisma.
When I've looked online in the source book I don't see anything that states you need to be a Dragonborn but admittedly I might have missed it. Thanks in advance.
The Gift of the [Insert Type Here] Dragon feats do not have any prerequisites. If they were intended to be restricted to race like other racial feats, such as Elven Accuracy, they would have a prerequisite section explicitly stating this.
Here is the flavor text that explains the source of the Gift of the [Insert Type Here] Dragon feats: "A feat represents a character achieving mastery in one of their capabilities or discovering the ability to do something new. When this mastery arises from a draconic source—whether it’s the gift of a dragon, the manifestation of some form of draconic heritage, the blessing of a draconic god, or a consequence of slaying a dragon—it can have supernatural effects."
So if your DM wants their to be an RP reasoning behind taking the feat it can pretty much be anything you want from backstory reasoning to incorporating recent game events into your character. Note that similarly the Draconic Bloodline Sorcerer subclass is not restricted to the Dragonborn race.
There are no prerequisites for the feats. Note, however, that not all of the feats include a stat bump, only Gift of the Gem Dragon does this. Gift of the Metallic Dragon allows you to cast cure wounds and you need to pick a stat to use to calculate your modifier, but it doesn't provide a stat bump.

These are not race-specific feats. The only official feats with a racial prerequisite are in Xanathar's Guide, two of which are specifically for Dragonborn(Dragon Hide and Dragon Fear). None of the "Gift Of The (TYPE) Dragon" feats from Fizban's have any prerequisites whatsoever in their official wording. By contrast, the feats in Xanathar's Guide explicitly list their prerequisites, as do feats in other books like the Players Handbook and Strixhaven. In addition, if you search the list of feats here on D&D Beyond and filter them by the prerequisite of "Dragonborn", only the two Xanathar's feats will appear. Your DM may have decided for themselves that those feats will be for Dragonborn only in their games, but if they are claiming that the official wording limits their use to Dragonborn only, they are incorrect.
