I'm looking at using/making a sentient hellhound pelt item, I.E. Cinders from the white plume mountain book by Paul Kidd, thought I would ask if there is an official item before I try to make one up.
There is the Hell Hound Cloak from "Tales from the Yawning Portal"
Wondrous item, rare (requires attunement) 1 lb.
This dark cloak is made of cured hell hound hide. As an action, you can command the cloak to transform you into a hell hound for up to 1 hour. The transformation otherwise functions as the polymorph spell, but you can use a bonus action to revert to your normal form.
Curse. This cloak is cursed with the essence of a hell hound, and becoming attuned to it extends the curse to you. Until the curse is broken with remove curse or similar magic, you are unwilling to part with the cloak, keeping it within reach at all times.
The sixth time you use the cloak, and each time thereafter, you must make a DC 15 Charisma saving throw. On a failed save, the transformation lasts until dispelled or until you drop to 0 hit points, and you can't willingly return to normal form. If you ever remain in hell hound form for 6 hours, the transformation becomes permanent and you lose your sense of self. All your statistics are then replaced by those of a hell hound. Thereafter, only remove curse or similar magic allows you to regain your identity and return to normal. If you remain in this permanent form for 6 days, only a wish spell can reverse the transformation.
There are some rules in the DMG for making any magic item sentient, so of there is any magic item that has the properties you are after, you're 90% there.
Did you ever make the item? I'm doing the same thing. What did you come up with. Below are my thoughts.
I think that it will be given to the PC by an authority figure, father, master. At first level fire resistance & perception checks, then at 3rd it gets to cast fire-bolt 1/day, then at 5th 2xper day at 7th 3xday and it now has grown, starting like a headdress/stole now it has grown to more of a cape and grants advantage on stealth, then at 10th it acts like the blur spell giving disadvantage to attacks against it because of the shadow wisps that curl around the wearer. It is sentient, talks audibly. Needs coal or burning charcoal to allow for regaining fire-bolt each day. It also needs to be brushed and taken care of for it to continue to help you.
Magic items that scale with the wearer are generally not how 5E works - usually, an item's abilities are independent of the wielder with the caveat that it might have attunement requirements, and Fizban's has rules for modifying a magic item by dunking it in a dragon's hoard. The precedent loosely set by Fizban's is that upgrading a magic item should be task-based rather than automatic with leveling, but there's certainly no rule against scaling with level.
