When a wizard casts GoI, can he then cast something like Fireball which would effect an area beyond the globe? Could the wizard cast Shield inside the globe?
The spell says "Any spell of 5th level or lower cast from outside the barrier can't affect creatures or objects within it, even if the spell is cast using a higher level spell slot." So does that mean it has NO EFFECT on spells cast from INSIDE the barrier??

You can cast from inside to outside. It is a one way barrier.
One of the nastier combos is to cast the Globe, then counter your enemy's spells. They cannot counter you because Counterspell is a 3rd level spell.

Globe of invulnerability is a bit of a misnomer as it doesn't make you invulnerable. It should be "globe of limited magic immunity".
Anyway, yeah spells can still go out and non-spells can still freely enter. Resilient sphere is probably what you were thinking of.
