No, 19 Passive Investigation is correct. It's the Passive Insight that doesn't add +5 like it should for Pallid Elves (a limitation of DDB.)
That seems more like a bug than a limitation; passive scores are supposed to add +5 if you have advantage in the active skill, and the Incisive Sense doesn't seem to have conditions on when it applies?

Former D&D Beyond Customer of six years: With the axing of piecemeal purchasing, lack of meaningful development, and toxic moderation the site isn't worth paying for anymore.
