I think the source/author of the scroll doesn't matter. It only matters if the spell is on your (the wizard) spell list.
"Copying a Spell into the Book. When you find a wizard spell of 1st level or higher, you can add it to your spellbook if it is of a spell level you can prepare and if you can spare the time to decipher and copy it."
Example might be if a cleric of light made a scroll of fireball. Fireball's on the overall wizard spell list. So you can not only use the scroll, you can also decide to decipher it and add it to your spellbook.
If i find a spell written by a Warlock, sorcerer, bard or cleric write a spell scroll and the spell is on my list can i add it to my spellbook?

To make a scroll you need to be proficient with the Arcana Skill, after that it just takes time and gold.
