When a creature has Wither and Bloom cast on them and they spend a Hit Dice and regain the health, do they add their Constitution modifier to the roll?
good question i personally don't have much knowledge of the spell but i would guess yes

if i say something inflammatory the intention is not to trigger an emotional response and the fact that it does so is purely accidental and I sincerely apologise if it does
Nope. It doesn't say that they do, so they don't. Just the caster's spellcasting ability modifier.

Look at what you've done. You spoiled it. You have nobody to blame but yourself. Go sit and think about your actions.

No, you do not add your Constitution modifier to the roll. You instead add the caster's spellcasting ability score modifier. For example, if it's cast by a Sorcerer, Bard, or Warlock, it'll be Charisma, for an Artificer or Wizard it'll be Intelligence, and for a Cleric or Ranger it will be Wisdom.
To be fair, that'll usually be a higher modifier than the player's CON mod outside of high level play or that player getting two or three ridiculously high rolled stats.
Fair enough. Consensus is no. Was wondering if they added BOTH their Con mod AND the spellcasting ability modifier, since hit dice are kind of a more limited resource than spell slots it seems a hefty price.
