Lets say i wanna use a small creature to wield a "heavy" type of a weapon such as halberd or a greatsword for funsies. Would casting mage hand from telekinetic feat and using it to somewhat maneuver or lifting some weight of it help me on the disadvantage ?
Alas, no. But don't despair too much. I have a feeling the disadvantage for heavy weapons wielded by small creatures is not going to make the next revision of the rules.
If you go Arcane Trickster Rogue and make it to 13th level you can use the mage hand to give advantage, canceling out the disadvantage of using a heavy weapon, so it’s a straight roll.
That’s a long time to wait and as a rogue you would probably want a finesse weapon anyway.

As said, the Mage Hand cantrip doesn't have the capacity to do so with Rules as Written (RAW), probably not with Rules as Intended (RAI). For Rules as Fun (RAF) go ahead and ask you DM if the would allow it.
RAW states: The hand can’t attack, activate magic items, or carry more than 10 pounds. Also any use of the hand requires an Action to use, so you wouldn't be able to attack. This is also the RAI.
The real question is, why do you want to overcome the Heavy weapon vs Small creature rule? Is it for cool Story value? You just want to do more damage? You are trying to min/max/break the game (all valid options depending on your group/DM). In any case the best answer is: Ask you DM!
Asking your DM if there can be an exception in your game. Maybe they will let your kobold run around with a greatsword because its the only weapon they've used since they were 1 year old (boy those kobolds grow fast). Maybe they will let you take a custom feat homebrewed for their specific game/campaign. The better the RP and Story behind the request, the more I give it credit... as long as its not intended to bypass the rules for min/maxing.

Mage Hand specifically can't attack so using it to help do so is out of consideration.

Rogue don't have proficiency with any heavy weapons so it'd be pretty subpar.
That’s true. It would require a multiclass or weapon master feat. Even with proficiency it would still be subpar in any case.
